Early Care & Learning Council’s New York State Standards of Excellence
is a state specific set of best practice standards for Child Care Resource & Referral Agencies. The NYS SOE covers best practice standards in the following categories: Agency Governance; Program Management; Consumer/Parent Services; Provider Services; Community Engagement.
Meet The Team
Brandy Koproski
Executive Director
As Executive Director, Brandy oversees all divisions of ICP – Child Care & Development Council, Traffic Safety Board, and the Oswego County Early Childhood Alliance. Representing ICP’s goals at the state, board, and community levels, she has committed herself to improving the quality of life for youth and families in Oswego County throughout her 20-plus years at ICP.

Cathy Brodeur
Operations Coordinator
If there is a moving part, Cathy knows why it's there and where it’s moving. She reviews documents and prepares reports to make sure ICP meets its requirements. She also helps plan travel to facilitate staff training. If you have a question, Cathy can guide or point you in the right direction. As a grandmother, she is deeply invested in the future of Oswego County’s youth and families.

Sidney Carter
Coordinator, Oswego County Early Childhood Alliance
Coordinating ICP’s division dedicated to supporting young children and families, Sidney brings seven years of hands-on experience working in licensed child care centers. As a full-time working mom to a spirited three-year-old, she is deeply committed to creating a more supportive, enriching environment for families raising children in Oswego County.

Taylor Mclaughlin
Traffic Safety Coordinator
Taylor supports low-income households by supplying car seats and car seat checks. She educates in elementary and middle schools about pedestrian and bicycle safety, and also teaches high school drivers education classes discussing backseat bullets, distracted driving and speeding. When not at a school, Taylor is in the community at events or hosting bike rodeos.

Sukrit Kaur
Registrar/Trainer
Sukrit supports child care providers with licensing and compliance to ensure safe care for children and families in Oswego County. She supports outreach efforts that strengthen connections between providers, families, and community resources. Outside of work, she is highly active exploring new places and seizing opportunities that bring people together.

Laurie Tice
Health Care Consultant
Laurie has been with ICP since March of 2004 as the Health Care Consultant. She’s generally in the office one day a week and is available to answer questions and offer guidance to providers on subjects regarding the health and wellness of children in care. She also offers guidance on proper completion of Health Care Plans, as well as reviews and approves their plans.
Erica DeLong
Deputy Director
Erica plays a pivotal role as the Deputy Director in operational oversight and strategic planning, ensuring ICP continues to serve as a vital community resource. She works to strengthen programs that support youth and families across Oswego County, guiding efforts that improve quality of life while fostering connections, growth, and opportunity throughout the community.

Cristopher Geroux
Business/Finance Specialist
Prior to working at ICP, Cristopher served in the U.S. Army for 3 1/2 years. This provided him with a strong set of core ethics and skills necessary to be successful as the Business/Finance Specialist. One of his main focuses is informing and assisting child care providers to be successful business owners so they can provide the best quality care possible to their families.

Emma Gage
Coordinator for Oswego County Help Me Grow
Emma connects with families using resources, support, and developmental screenings to ensure every child has the best possible start in life. She enjoys engaging with the community through local events and outreach, and values her role at ICP because it combines her passion for supporting families with meaningful work that helps children grow and thrive.

Melissa Richter
Registrar/Trainer
Melissa assists registered family day care providers with services that strengthen the child care system and support compliance with regulations. She offers ongoing resources, development, and training opportunities to help providers enhance the quality of care they deliver. Her goal is to recruit, train, and promote quality child care throughout the Oswego County community.

Hannah Myers
Enrollment & CACFP Specialist
Hannah supports caregivers and families through the Legally Exempt Child Care process, ensuring that safe, nurturing environments are available. She is passionate about making sure children have the resources they need to thrive. Her work supports healthy development by finding creative ways to make healthy food exciting and enjoyable for kids.

Zachary Jennings
Community Education & Data Coordinator
Zachary combines data and storytelling – tracking outcomes, shaping reports, and managing communications to showcase the difference ICP’s programs make. Beyond numbers, he strives to connect people to the heart of the mission. As a father of three, he is driven by a deep commitment to the wellbeing of youth and families in the community.
