Integrated Community Planning of Oswego County, Inc. is now offering limited opportunities for in person training. Updated policies and procedures are now in place for small group training sessions where appropriate social distancing and safety measures will be in place. Applicable for all trainings registered through the Child Care & Development Council – this does not include SUNY Video Conferences.
Pre-Registration
Payment and registration form must be received at least 5 business days prior to the date of your workshop(s). Please complete a registration form for each person. We accept payment by credit card, check, money order or signed EIP award. We also accept cash if you register in-person at our office. Registrations are not accepted without payment.
Late Registration and Walk-in
Payments will not be accepted at the door. You may be asked to wait to be certain there is space available and then you will register as a walk-in. You will be invoiced for the training and a $3 walk-in fee will be included. Your training certificate will be mailed after receipt of payment.
Refunds
Refunds in the form of coupons for future trainings are granted for cancellations made at least 3 business days prior to the training date. Please note, we are not able to refund fees for CPR and First Aid classes even with 3 days notice as capacity is limited and demand is high. If you wish to cancel 3 days prior to a training, please call 343-2344 extension 115. If there are extenuating circumstances to be considered, you may contact the Executive Director at extension 119.
OCFS Training Requirement Information
Required Training Hours / When Is Training Required?
-
15 Hours / Within the first six (6) months of employment.

30 Hours / Every two (2) years in the ten (10) required training topic areas.

A minimum of five (5) hours of office-approved training MUST be obtained each year.

At least one (1) person on site MUST be certified in CPR/First Aid during ALL hours of operation.

Medication Administration Training (MAT) is optional EXCEPT for programs that choose
to administer medications or as otherwise required.
Ten Required Training Topic Areas:
(1) principles of childhood development, focusing on the developmental stages of the age groups for which the program provides care
(2) nutrition and health needs of infants and children
(3) child day care program development
(4) safety and security procedures
(5) business record maintenance and management
(6) child abuse and maltreatment identification and prevention
(7) statutes and regulations pertaining to child day care
(8) statutes and regulations pertaining to child abuse and maltreatment
(9) education and information on the identification, diagnosis and prevention of shaken baby syndrome *not required for SACC*
(10) adverse childhood experiences, focused on understanding trauma and on nurturing resiliency *this is topic 9 for SACC*

Early Childhood Education and Training Program (ECETP)
The Early Childhood Education and Training Program is sponsored by the New York State Office of Children and Family Services, funded by the federal Administration for Children and Families (ACF) Office of Child Care and administered by the Professional Development Program, Rockefeller College, University at Albany.

Educational Incentive Program (EIP)
The Educational Incentive Program (EIP) is a scholarship program that helps child care providers pay for training and educational activities with the intent to build provider knowledge, skills, and competencies in order to improve the quality of child care. To be eligible for EIP, child care providers must be required to take training and must be caring for children in a program regulated by the New York State Office of Children and Family Services (NYS OCFS) or the New York City Department of Health and Mental Hygiene (NYC DOHMH).
Applicants must provide a completed application by December 1, 2023 to be considered for a scholarship.
EIP Income Requirements
The applicant’s household adjusted gross income as reported on the most recent IRS Form 1040 must fall within the ranges on the income chart below. EIP reserves the right to seek additional verification that the income documentation submitted is accurate and authentic.
NEW for 2023: Income is no longer used as a factor to determine your eligibility for Cardiopulmonary Resuscitation and First Aid (CPR/FA) training scholarships.
